Prostetnic Vogon Jeltz is the commander of the Vogon constructor fleet that destroyed the planet Earth. He is not a pleasant sight, even for other Vogons, and is described as having a high domed nose above a small piggy forehead, with dark green rubbery skin thick enough to be involved in politics and waterproof enough to survive a thousand feet underwater with no ill effects.  Also, he does not like hitchhikers.
